California signs SB 53, requiring frontier AI developers to disclose safety plans

Governor Gavin Newsom signed SB 53, the Transparency in Frontier Artificial Intelligence Act, which requires large frontier model developers to publish safety frameworks and report critical safety incidents to the state. The law also adds whistleblower protections and creates a consortium to design a public compute cluster called CalCompute. For practitioners, it established the first US state-level disclosure regime aimed specifically at frontier model developers.
